The icons next to any region are "quick" icons you can press without any more sub menus or confirmations. You will find the icon of the forest next to each region you can secure. You need to click the forest icon next to the specific Region where you want to secure.
You can also click the blue icon in the title bar at the top. When you click the forest icon there, an additional menu opens below it. There you can pick the region to secure.
