With two workers on recruiting dept, after recruiting all workers so used only for movement, the game is trying to give me a total of 12 movement, and then it gives an error code when I try to complete the action. The only way it lets me proceed is if I only use the 2 workers (which should be 8 movement) for 4 movement, and it seems to panic when as part of that movement I move 1 of the workers on recruiting dept.
