On almost all of my turns, I would use my first half day, but then instead of letting me move at the beginning of the secodn half day it would go directly from "place sketch" phase to "place a sketch" phase a gain, without letting me move.
It only happened for me though, not for the other player. Usually. It happened to the other player once. -

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
