It appears from the UI that the Revolution goal is set to be 25+ in every district in the Capitol Variant. Per the rules, the 25+ Revolution is only meant to be for the Capitol. Everywhere else it is still 21+. I haven't actually had a game outcome where I get to 21+ in a non-capitol district of a Capitol variant game but it would be great to clarify if this is working as intended (if not to update) and if so perhaps the UI could be updated.
