I faced this many times. There a few different bugs.
I remember that you cant explore second land at the same turn.
At this game (460556880) I filled a row using trading, activated Weathervane, got a land, but I didn't play a card as my main action. Or maybe Weathervane wasn't activated with trading.
ps. I'm not sure but another artifact that triggered by filling a row may have similar issues.
