Academy: The active player may purchase one Wax Seal from *any* Scrollin the Academy. If there is a Coin penalty associated with the Scroll row where the Wax Seal was taken , those Coins must be paidto the supply.

It occurred when I bought the discount seal first when I had no money. When I took that move back and used the normal buy first, I was able to take the second seal as normal.
It looks like the bonus of 1 coin prevents form selecting a free seal
Are you sure that you wanted to take the wax seal from the first row (the one with no penalty cost) and also wanted to place it on your board on a spot also without any penalty cost?
Anyone who's reading this: I use ShareX->capture animated gif.. and then it's easy to post it somewhere. I hope I'll remember to record it
The fact we are at least 4 having the same issue hints to a real problem but maybe it's really hard to repro... I have seen it several time now and despite being a novice at the game I tend to think it's real
