The interface showed a red border when I selected one facility, but it wouldn't let me select two at a time, and it wouldn't let me click "Confirm" ...

So, I wasn't able to use the card. (I canceled the whole move.)

I don't know if I'm not understanding the text on the card (and can't find a doc that has card clarifications) or if this is a bug, or if I'm not seeing something that I'm supposed to click on.
