This bug seems to happen because of an interaction with the Opportunist. Opportunist gives the ability to buy Power Cards immediately but ONLY when the Power Card is FIRST revealed. Shrink Ray had not been just revealed, so there is no reason Opportunist should have overridden Bamboozle.This is indeed a bug.
