I will add an error message to explain what's happening. There's currently no errata to cover this situation and the rules themselves don't address the error.
We've received some early suggestions from the designer regarding the situation, but there are issues that need to be worked through. We're awaiting an official errata or, in lieu of that, I may just house-rule this one to get it working.
