I don't own this game but the Modular Fleet card appears to have incorrect information on it. It says the action space can be used to change 1 population into a level-1 ship, or 2 ore can be spent to change 1 population into a level-2 ship, or 2 ore can be spent to change 1 population into a level-3 ship. Since there's no benefit to having a level-2 rather than level-3 ship, I have to believe the middle option should be to spend *1* ore to change 1 population into a level-2 ship.

Apologies if I'm wrong and there's some subtlety I'm missing that makes taking the middle action (as printed) worthwhile.

The action can be taken multiple times. That's why it is the way that it is. If you can afford the four ore to build the extra ship, you get one of inferior ability.
