This rule only applies if you have only UFO in your hand, that is, if you draw a UFO on the next turn after you have zero cards in your hand.
I saw in the replay that I do not have UFO only in my hand.
When you have zero cards in your hand and it's your turn to draw a UFO, you should get another card, but it didn't work in certain cases.
