Raportin historia
Not a bug.
If the road does not give a +1 to movement that can be used to exit, than the Infantry is wrong.
Look at the infantry screenshot (the second image at the URL), you can see they use the road to move 2 hexes ( b2 to B1, B1 to A1) and then they have the option to exit.
