Maybe just an 'auto-drop' toggle on the mining ships that defaults to On?
There's not really a good reason as far as I know (at least in the base game) to delay dropping off minerals at a friendly colony the vast majority of the time. -

But that seems like a pretty rare case that could be addressed by toggling the ship auto-drop to 'Off' for a turn or two.
