Standard - indicates that something is the norm or the generally accepted way (of playing the game).
Base - indicates that something is the foundation or starting point (or version) of something (in this case, the game).
Calling something "standard" also implies that the other versions are "non-standard"; which is strictly not true in the case of adding expansions. (x vs x')
Calling something "base" implies other things being "non-base" which is reasonably correct. (x vs x+y)
And even more importantly, in the context of boardgames, the game without the expansions is always the "base game", not the "standard game".
