I'm able to move a cloaked raider into a hex occupied by enemy non-combat units (e.g. MS Pipe) and then keep moving, but it does not appear a cloaked raider can continue moving through combat units.
In game cloaked raiders had movement of 4, but were unable to move into a space occupied by enemy and keep moving.
The option to move into the available space doesn't appear to be presented i.e. the units gray out and the hex is not highlighted as availble to move to.

So, if the enemy has a hidden ship there, you cannot be 100% sure you can go there... first you have to commit to moving to the hex.
