I had selected and paid for the character that allows you to resolve an island as if mother nature had moved there. I tried to select and opponents' island with two towers where I had more influence, which would also end the game in victory for me.

The character had already been selected and paid for. I selected the island I wanted to resolve. Even when I refreshed the game interface would not allow me to select it.

Just as above, selected and paid for the character that allows you to resolve an island as if mother nature had moved there. I tried to select and opponents' island where I had more influence, which would also end the game in victory for me. I refreshed and attempted selecting a different island with no towers on it, but same issue.

It appears to only be possible to select an island that will not result in victory. (I did this in my game, as I could still win in the usual manner.)
